Job Description:

This position is responsible for the planning, development, implementation, maintenance and evaluation of the Wisconsin Cancer Reporting System’s (WCRS) data management plan. This plan is consistent with Department guidelines as defined by Chapter 255.04 Wisconsin Statutes, Cancer Reporting, the National Program of Cancer Registries Program Standards as defined by the Centers for Disease Control Prevention Cancer Surveillance Branch, and Surveillance, Epidemiology, and End Results (SEER) program at the National Cancer Institute (NCI). This position is responsible for ensuring the data management objectives and priorities are met. This position works in collaboration with the WCRS team, CDC, NCI, and cancer data reporters.

The person in this position will assume the lead role in administering the cancer registry data management activities, including management reports, data linkages, administrative, and tracking databases. This position operates independently within objectives and priorities established by the Program Director, the National Program of Cancer Registries, CDC, and SEER program standards.

Job Requirements:

Minimally qualified candidates will have:

•Experience managing computer information systems related to healthcare or public health.

•Experience with analyzing statistics, analytical techniques, statistical software such as SAS, SPSS, etc. and/or geospatial analysis tools and techniques.

•Experience and/or training working with data derived from information systems including transforming, linking, extracting data, queries, and/or onboarding new data sources.

•Experience applying public health informatics standards such as HL7, CDAs, ICD coding, and confidentiality and privacy protection.

•Experience establishing and maintaining effective working relationships with internal and external customers.

•Excellent written and verbal communication skills, including presentation skills.

In addition, well-qualified candidates will have:

•Experience with cancer registry data and/or other population based data.

•Experience researching the need for implementing and/or recommending new systems or system enhancements.

•Experience in project management (e.g.:  setting up goals, milestones, deadlines, detailed tasks and tracking them, etc.).

•Experience in providing technical assistance related to health information systems.

•Experience with the CDC registry plus software and/or SEER data management system.

•Certified tumor registrar (CTR) credential.
