Job Description:

This position is responsible for assisting with the overall management of the Project Management Office (PMO), including the following responsibilities:


•Collaborating with the PMO Director and PMO Portfolio manager in developing and managing the Departmental Project Portfolio reporting structure; collaborating with project managers (PMs) and stakeholders to facilitate the identification, analysis, and mitigation of risks associated with projects managed by the PMO; collaborating with the PMO Director in implementing process and procedures to measure performance and quality of services; collaborating with the PMO Director in developing and implementing processes to review project work plans, status, quality and timeliness and enforce expectations; collaborating with the PMO Director in establishing and monitoring employee development/training programs and performance expectations; and collaborating with the PMO Director, PMs and stakeholders in coordinating staff resources among the Department’s projects managed by the PMO.

•Contributing to the creation of project management direction based upon business drivers and departmental needs; contributing to the promotion, adoption and use of innovative project management strategies which will provide efficiency to the department and program areas; and contributing to the creation and enhancement of templates, tools and techniques to facilitate consistent project management methodology throughout the Department.

•Managing assigned PMO staff and collaborating with the Divisions to manage the inventory of DHS projects at the appropriate levels.

•Establishing a framework or guideline based on industry standard best practices, to which all PMO business analysts will adhere.

Job Requirements:

Minimally qualified candidates will have:


•Experience managing multiple medium to large projects simultaneously. Medium to large projects are defined as possessing 4 or more of the following criteria:


◦Core project team with 10 or more people;

◦3 or more teams involved in carrying out the project work;

◦Project duration of 6 months or greater;

◦Project with key stakeholders throughout the organization

◦Project impacting 1000 or more end users / citizens / constituents / customers

◦Project with a budget of $50K or more

•Supervisory or leadership experience performing duties such as leading a multidisciplinary team, reviewing work of others, hiring or disciplining staff, and/or training.

•Excellent written and verbal communication skills, including presentation skills.


In addition, well-qualified candidates will also have:


•Project Management Institute (PMI) aligned project management training or certification

•Experience developing a business analysis framework or methodology

•Experience implementing process improvements within a project management office, organization or department 

•Experience with MS Project
