~~Under the general direction of the FoodShare Policy Section Chief and the FoodShare Coordinator, this position has primary responsibility for planning, identifying, analyzing, developing and implementing policies to promote program and department objectives for Wisconsin’s FoodShare program.
County agency workers, using the Client Assistance for Re-employment and Economic Support (CARES) system, determine eligibility for Medicaid, BadgerCare Plus, and FoodShare. Eligibility criteria are programmed into the CARES system, which processes applicant information entered by county agency workers. This is a very complex system that currently supports four major public assistance programs: Wisconsin Works (W-2), FoodShare, Child Care and Medicaid. The social security administration, through various system interfaces, also affects Medicaid eligibility for elderly persons and persons with disabilities. Implementing policy in this highly automated and complex environment requires that analysts have solid analytic and programmatic skills. This position is responsible for conducting key eligibility policy planning and development functions relative to all aspects of FoodShare program policy. The incumbent will assume a lead role in:
•Assisting bureau, division, and department management in identifying and developing necessary policy changes, which may vary considerably in degree of scope and complexity;
•Working with department information systems staff, as well as external contractors, to assure that the data and systems necessary to implement FoodShare-related program policy are properly developed;
•Coordinating FoodShare related program design activities with other bureau, division and department staff;
•Developing detailed and comprehensive program development plans, including a lead role in statewide procurement efforts with external vendors and partners; and
•Planning activities to ensure FoodShare policy, processes and systems do not adversely impact Wisconsin’s FoodShare error rate.
