~~Are you a leader in health administration looking for a rewarding opportunity?  

The City of Milwaukee Health Department is seeking a Healthcare Access Program Manager to join a team of dedicated professionals who administer the Community Healthcare Access Program (CHAP) which is a critical component in providing access to health and other public benefits to the members of our community.

~~The Healthcare Access Program Manager oversees all outreach and enrollment efforts for the Milwaukee Health Department (MHD) through the Community Healthcare Access Program (CHAP), while simultaneously supervising, training and supporting staff. The incumbent in this position collaborates with community partners to assist their clientele or employees with enrollment for health insurance and other public benefits, and on an ongoing basis, identifies potential new community organizations or entities that are likely to reach the uninsured or Medicaid insured populations.
 

~~Program Management
•Assist the Family and Community Health Services Director and Operations Manager in program management; oversee assigned programs independently.
•Ensure that all customer service activities for public and marketplace programs are delivered with the highest quality and according to standards.
•Collaborate with all MHD programs including home visiting Public Health Nurses, Men’s Health, Dad’s Project, WIC, Adolescent Health, Safe Sleep, STI Clinic and Immunization Clinics to ensure that CHAP outreach and enrollment services reach every facet of MHD programing.
•Cultivate partnerships within the Milwaukee community; Represent the Milwaukee Health Department in area coalitions and networks; Promote the CHAP through program branding, networking, and outreach activities with entities such as colleges, universities, medical providers, community agencies, day care facilities, schools and health fairs in an effort to reach the uninsured, underinsured or Medicaid insured populations.
•Continuously evaluate the CHAP and make necessary changes to ensure that programs are in compliance with internal and external deliverables and expectations.
•Possess complete and up to date knowledge of all public and federal programs related to CHAP and ensure that information is efficiently and effectively communicated to staff.
•Work to secure funding for CHAP by preparing and reporting statistics and outcomes while delivering on contract specifics; ensure that grant deliverables are finalized and submitted on time. 
•Seek, identify, and research additional funding sources including corporate, foundation, and government sources and apply for grants relevant to existing and future program trends.
•Assess program and work to improve and streamline internal processes and administration.
•Provide year round outreach to the community for all programs and services provided by CHAP.
•Advise senior MHD leadership regarding issues and trends related to health insurance, benefits eligibility and enrollment.

Staff Supervision
•Hire, support, coach, supervise, evaluate and when needed, discipline staff assigned to the CHAP unit.
•Provide comprehensive orientation and training to new staff.
•Provide ongoing development of staff skills in order to prepare staff for changes related to public assistance and/or the healthcare marketplace.
•Provide a monthly calendar with clear and concise assignments, including but not limited to, where staff are assigned, mandatory and optional meetings, and community engagement events.
•Plan, facilitate, and document monthly team meetings for staff to present new information, trends, updates to guidelines, and sharing of ideas.
•Schedule, facilitate, and document monthly supervision sessions with staff.
•Adjust staff assignments based on measured program outcomes.
•Assess employee performance on an annual basis and provide development opportunities.

Job Requirements:

~~1.    Bachelor’s degree in public health, human services, business, health education, social work, healthcare management or another related field from an accredited college or university.

2.    Four years of progressively responsible experience in public health, health education, public benefits, social work, community health or healthcare administration which includes at least two years of full-time experience serving in program management and staff supervision.  

 Equivalent combinations of education and experience may be considered.

3.    Valid driver’s license at time of appointment and throughout employment.

4.    Properly insured vehicle at time of appointment and throughout employment for use on the job; mileage reimbursement is provided.
